Adds a RagleapTargetAbsent alert for vanished SLO targets.
- With slo.enabled, each job in slo.availability.jobs gets an absent(up{job="..."}) rule, critical after 5 minutes. It covers a target that disappears entirely, which the burn-rate alerts could not see.
- Verified: promtool check and test pass (present target, vanished target, only another job present, two-minute gap). Breaking the expression and the for duration each made the tests fail. Default helm template is identical to 0.8.1. Verified on PyPI: the 0.8.2 wheel contains 17 files under helm/ and the new rule.
- Not verified: evaluation on a live Prometheus, and alert delivery through AlertManager. Rule logic only, on simulated data.
- Limits: measures target reachability, not user experience (the app exports no request metrics yet). If a listed job is not scraped by this chart, RagleapTargetAbsent fires permanently, so list only scraped jobs. The 99.5% budget is a placeholder.
